Mrs Helen Barrance Professional conduct panel outcome Panel decision and reasons on behalf of the Secretary of State for Education April 2025 2 Contents Introduction 3 Findings of the Panel 4 Decision and reasons on behalf of the Secretary of State 4 3 Professional conduct panel decision and recommendations, and decision on behalf of the Secretary of State Teacher: Mrs Helen Barrance Teacher ref number: 0747176 Teacher date of birth: 21 March 1984 TRA reference: 19567 Date of determination: 25 April 2025 Former employer: The Royal School Manchester Introduction A professional conduct panel (“the panel”) of the Teaching Regulation Agency (“the TRA”) convened on 24 and 25 April 2025 by way of a virtual hearing, to consider the case of Mrs Barrance. The panel members were Mr Peter Ward (lay panellist – in the chair), Ms Aruna Sharma (teacher panellist) and Dr Martin Coles (teacher panellist). The legal adviser to the panel was Mrs Kim Findlow of Eversheds Sutherland (International) LLP Solicitors. The presenting officer for the TRA was Mr Callum Heywood of Browne Jacobson solicitors. Mrs Barrance was present and was represented by Nicholas Kennan of Cornwall Street Barristers. 4 Findings of the Panel After considering all the evidence before it, the Panel found that the allegations against Mrs Barrance were proven. The Panel then went on to make findings that Mrs Barrance was guilty of unacceptable professional conduct and conduct that may bring the profession into disrepute. The Panel was of the view that prohibition was both proportionate and appropriate. The Panel decided that the public interest considerations outweighed the interests of Mrs Barrance. Accordingly, the Panel made a recommendation to the Secretary of State that a prohibition order should be imposed with immediate effect. The Panel further recommended that Mrs Barrance should not be able to apply for a review of the prohibition order. Decision and reasons on behalf of the Secretary of State The decision maker, on behalf of the Secretary of State considered the Panel’s recommendation and concluded that a prohibition order is proportionate and in the public interest. This means that Mrs Helen Barrance is prohibited from teaching indefinitely and cannot teach in any school, sixth form college, relevant youth accommodation or children’s home in England. Furthermore, in view of the seriousness of the allegation found proved against her, I have decided that Mrs Barrance shall not be entitled to apply for restoration of her eligibility to teach. This order takes effect from the date on which it is served on the teacher. Mrs Barrance has a right of appeal to the High Court within 28 days from the date she is given notice of this order.
