Introduction
A professional conduct panel (âthe panelâ) of the Teaching Regulation Agency (âthe
TRAâ) convened on 20 May 2026 by way of a virtual meeting, to consider the case of Ms
Ngaio Trueman.
The panel members were Ms Chloe Nash (lay panellist â in the chair), Mr David Loveless
(teacher panellist) and Ms Claire Lane (teacher panellist).
The legal adviser to the panel was Mr Nicholas West of Birketts LLP solicitors.
In advance of the meeting, after taking into consideration the public interest and the
interests of justice, the TRA agreed to a request from Ms Trueman that the allegations be
considered without a hearing. Ms Trueman provided a signed statement of agreed facts
and admitted unacceptable professional conduct and conduct that may bring the
profession into disrepute and conviction of a relevant offence. The panel considered the
case at a meeting without the attendance of the presenting officer Mr Wen Yeap, of
Browne Jacobson, Ms Trueman or any representative for Ms Trueman.
The meeting took place in private and was not recorded.

Allegations
The panel considered the allegations set out in the Notice of Meeting dated 2 March
2026.
It was alleged that Ms Trueman was guilty of unacceptable professional conduct and/or
conduct that may bring the profession into disrepute, in that whilst employed as a
Teacher at St Maryâs Primary School between 24 March 2015 and 31 August 2024:
1. She displayed unprofessional behaviour, on or around 11 July 2024, in that she
arrived at school under the influence of alcohol and/or was under the influence of
alcohol whilst on school premises and/or during school hours
2. Her conduct as may be found proven at 1 above put one or more pupils at risk of
harm.
In addition, it was also alleged that Ms Trueman was guilty of having been convicted, at
any time, of a relevant offence in that:
1. She was convicted at Cheltenham Magistrates Court on or around 30 July 2024 for
driving a motor vehicle with excess alcohol on or around 11 July 2024.
MsâŻTrueman admitted the facts of allegationsâŻ1 andâŻ2. In respect of those admitted
allegations, she also admitted that her conduct amounted to unacceptable professional
conduct and/or conduct that may bring the profession into disrepute, as set out in the
statement of agreed facts signed by Ms Trueman on 29 August 2025.
Ms Trueman further admitted that, in respect of having been convicted of a relevant
offence, she admitted allegation 1, as set out in the statement of agreed facts signed by
Ms Trueman on 29 August 2025.

The panel also received a further document titled âVirtual Notice of Meetingâ dated 2
March 2026.
The panel members confirmed that they had read all of the documents within the bundle,
in advance of the meeting, including the Notice of Meeting document.
In the consideration of this case, the panel had regard to the document Teacher
misconduct: Disciplinary procedures for the teaching profession May 2020, (the
âProceduresâ).
Statement of agreed facts
The panel considered a statement of agreed facts which was signed by Ms Trueman on
29 August 2025 and subsequently signed by the presenting officer on 29 September
2025.
Decision and reasons
The panel announced its decision and reasons as follows:
The panel carefully considered the case before it and reached a decision.
In advance of the meeting the TRA agreed to a request from Ms Trueman for the
allegations to be considered without a hearing. The panel had the ability to direct that the
case be considered at a hearing if required in the interests of justice or in the public
interest. The panel did not determine that such a direction was necessary or appropriate
in this case.
On 24âŻMarchâŻ2015, Ms Trueman commenced employment at StâŻMaryâs Church of
England Primary School (âthe Schoolâ).
On 11âŻJulyâŻ2024, MsâŻTrueman arrived late for work and parked her vehicle in a disabled
parking space at the School. On the same day, the police were called, and MsâŻTrueman
was subjected to a breathalyser test, which indicated that she was over the legal alcohol
limit. MsâŻTrueman was subsequently escorted from the School by the police.
On 30âŻJulyâŻ2024, MsâŻTrueman was formally convicted at Cheltenham Magistratesâ Court
following a guilty plea for driving a motor vehicle while over the legal alcohol limit,
contrary to sectionâŻ5(1)(a) of the Road Traffic ActâŻ1988. She was made subject to a
community order, which included an alcohol treatment requirement for six months and a
rehabilitation activity requirement of up to ten days. She was also disqualified from

holding or obtaining a driving licence for 30 months, with a reduction available upon
completion of an approved course and was fined ÂŁ615.
On 28âŻOctoberâŻ2024, a referral was made to the TRA.
Findings of fact
The findings of fact are as follows:
1. You displayed unprofessional behaviour, on or around 11 July 2024, in that you
arrived at school under the influence of alcohol and/or were under the influence
of alcohol whilst on school premises and/or during school hours
The panel noted that Ms Trueman admitted allegation 1, as set out in the statement of
agreed facts, signed by her on 29 August 2025. Notwithstanding this, the panel made a
determination based on the facts available to it.
Ms Trueman accepted that she arrived at School under the influence of alcohol, that she
was under the influence of alcohol whilst on the Schoolâs premises and during school
hours on 11 July 2024. Ms Trueman further accepted that she was breathalysed by the
police on the Schoolâs premises and was significantly over the legal limit.
The panel noted the Schoolâs investigation report dated 18 July 2024. The report followed
an incident in which Ms Trueman was confirmed, through a police breathalyser, to have
been intoxicated on the Schoolâs premises and to have driven to work while over the
legal alcohol limit. The report stated that the evidence gathered consisted of eyewitness
accounts from members of staff. It was reported that there had been a number of
occasions on which staff members had raised concerns about Ms Truemanâs conduct
while at the School. Although this evidence was hearsay, the panel considered that the
written accounts from all six witnesses and the [REDACTED] of the School were broadly
consistent and contemporaneous as they were appended to the Schoolâs investigation
report dated 18 July 2024. The panel therefore determined that appropriate weight could
be given to this hearsay evidence.
The report stated that, on 11 July 2024, the deputy headteacher observed that Ms
Trueman appeared unsteady on her feet first thing in the morning. The [REDACTED]
asked Ms Trueman if she was okay, but Ms Trueman did not respond. At that time, Ms
Trueman was standing outside on the steps leading into the School, greeting children
and parents. The [REDACTED] alerted the [REDACTED] who noticed a strong smell of
alcohol on Ms Truemanâs breath and observed that her eyes appeared âglazedâ and that
she was unsteady on her feet. [REDACTED] escorted Ms Trueman into an office and
asked her whether she was drunk. Ms Trueman denied this and stated that she had not
been drinking, although she acknowledged that she may have consumed wine the
previous evening. [REDACTED] then asked Ms Trueman whether she had driven to

School, to which Ms Trueman replied that she had. When asked where her car was
parked, Ms Trueman said it was in the staff car park. [REDACTED] informed Ms
Trueman that the police would need to be contacted. The police attended and
administered a breathalyser test, which showed that Ms Trueman was significantly over
the legal limit. Ms Trueman was subsequently arrested.
Having considered the admitted facts and the supporting documentary evidence, the
panel was satisfied on the balance of probabilities that allegation 1 was proven.
2. Your conduct as may be found proven at 1 above put one or more pupils at risk
of harm.
The panel noted that Ms Trueman admitted allegation 2, as set out in the statement of
agreed facts dated 29 September 2025. Notwithstanding this, the panel made a
determination based on the facts available to it.
